Ministerial list out on Wednesday. Another pipe dream

Never has a man of "integrity" been so notorious for prevarication and confusion, not to speak of excuses than Mr Buhari
Since becoming president, his party moves from one form of excuse to another lie. Nothing in its bottomless bucket of promises has been fulfilled
Wednesday is septemand he is not back to 1983. Ministers no longer come by a dictator's orders. And September, is a 30 day month.

So,it goes without saying that BuharI will not form a cabinet this month.
Why is anybody surprised that he avoided the UN special meeting on Boko Haram. He was afraid of questions. For instance, he didn't go with a defence minister as he did not have one. His military Adviser is an old pal. They won't be able to read charts; an inevitability at such meetings.
He is aware that China has told the various governments to stay off currency regulations.
Unlike previous presidents, Mr Buhari is coming from the opposition and would have a big problem pushing the list through The Senate. His would-be ministers all have "dusts under their feet" to quote Pope Francis..
That, though, is the list of Buhari's problems. Ministers are really a means to settle and balance ethnic and financial blocs in Nigeria hence there are hardly ever recourse to competences. Abacha appointed, Wada Nas, a tailor, as one.
Now the development is such that discounting the FCT, Nigeria has 36 states and there are a tacit understanding that each state gets a minister.
When Buhari reduces the list to 19, who over sees the other ministries?
How, not being a politician, does he placate those states that won't have any?
Buhari is unable to form a government. Pure and simple.
